I'm a decorator, do not put pva on the plaster! you did everything right. looks like the walls still have some moisture behind them.

You need to put a mix of pva glue and water on first, I use to date a plaster and iv done this every time and it’s always worked

It's 100% not dry! It will take ages if you don't have radiators or heat. Get some portable ones heat it up in there

Cheap trick: use builder’s exterior emulsion as base on plaster as this is made to breathe and far more resilient. You can do this even if wet 👍

(1) Dark spot and drying lines are normally signs of plaster not being cured enough before painting. Normal drying time is 4-8 weeks on a 4-6mm skim (2 thin coats of plaster).

Was the mist coat definitely contract Matt emulsion? Sometimes people use vinyl Matt or the wrong paint like silk or eggshell

Yeah as others have said if it’s cold temperatures with no heating and especially old houses this won’t be dry. It’s dried uneven so definitely as others have said get a damp check

If there is no heat in the property then it will take a long time to dry out between coats as the paint is water based.

looks toe like cheap silk paint, there is a lot of poor quality paint out there in d retail. you need a few more coats of a good quality trade paint

its not the plaster, from your other vid it looks like you have damp coming through, might need damp course or to re point some brick work :-)
