I've never been around elk but I'd assume they can jump a fence like deer? if so I'd maintain a trail for them and only worry about the fence in that

Just do what the DNR did in Wisconsin, Reintroducing Elk and at the same time release Timber Wolves to whipe them out. So there's your answer. Bring in wolves. Don't worry about your cattle.

maybe put in temporary electric fence in the summer and take it down in the winter? build a small fenced in area for cows in the winter

IDK if they work but we put in elk crossings back in the day on the Monroe mnt. basically a pole section that's easy to see and jump. idk though.
