Block radiator if you're having trouble getting it to the thermostat temp, not over. Be careful you could overheat it easy. Just replace the thermostat now, not a big deal.

Who ever had it before probably towed with it and had hills to climb. Just change it to a 195 thermostat isn’t that hard
