the funds reported to me on 1099 include money I spend paying helpers, trucks, advertising, office expenses, insurance, workers compensation, etc.

Isn’t the goal just to ensure the full FICA gets paid by/for the contractors? Self-employed not paying may be a problem, but why punish the business with an extra arbitrary 1099 fee?

Seems like an extra tax. The 1099 independent contractor has to pay 2x what employee pays. So you are collecting an additional tax!!
