Themepark. Something unique. Main issue is it's out of the way. You have to go to the city first. If you're already in, why go docklands.

I don't think a stadium renovation helpful. A key sign of corruption and money mismanagement is officials handing useless contracts like that around that do nothing but get a few people💰
