He is reverse sneezing.He cannot do anything about it , but if you want to help him closest his mouth and put your your finger on his nose to block off the air and that will force him to cover one of the nostrils

Tbf after speaking to my vet it’s really typical for chi’s or small small breeds like them they taught me - finger over one nostril while u rub their throat
