Just curious? Why did you still read 120 on both legs at first if one side of the breaker was bad? Was it coming back up the line from the heater?

I'm a little confused. Why not check for continuity , thermostats, and elements first? 99 out of 100 times it is an element or thermostat. not being rude just asking. Thanks for sharing.
