What if the wall was sprayfoamed and the pipes are closer towards the interior. Wouldn't that be OK?

is there a false wall built there? it can be on an exterior wall, they would build a mechanical wall of the inside of vapor and insulation.

I live in Canada. I have plumbing in a north wall from basement to second floor. It’s yet to freeze.

definitely not good if it is. would need to measure from window to wall then measure on outside to make sure no 2nd wall wasn't built.

Not sure about that. My shower fixtures on outside wall. And most homes have the sink on outside wall with window over head. Just needs to be on correct side of vapour barrier

I disagree. I’ve been a builder for 50 years and I have put waterlines and outside walls many times and they do not freeze installed properly.

In the code book it says if pipes are to be located in an exterior wall ( best practice is to not ) is must have its own source or insulation

My house has been built in 1975 and walls are by 2x4 structure and well insulated, my bathroom face exterior wall, no issues with that
