At the V Congress (March 1982) of the Party, he was elected as an alternate member and at the 7th Central Committee Conference (1984) as an official member of the Party Central Committee. From 1985 to March 1989: Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee. At the 6th Congress (December 1986), he was elected a member of the Central Executive Committee From April 1989 to August 1991: Chairman of the State Planning Committee. Since January 1991: Vice Chairman of the Council of Ministers; Deputy Prime Minister. At the 7th Congress (June 1991) and 8th Congress (June 1996), he was elected to the Party Central Committee and elected to the Politburo by the Central Committee. From September 1997 to July 2006: Elected Prime Minister by the 10th and 11th National Assembly. At the Ninth Congress (April 2001), the Party was elected to the Party Central Committee and elected to the Politburo by the Central Executive Committee.
