All you need to make a traffic stop is reasonable suspicion. If your phone is in your hand that checks the box of reasonable suspicion

Technically you can’t have anything in your hands while driving 💀 not even a bottle of water 😂 but most cops won’t pull you over unless it’s a phone or such

He can be arrested just for not providing ID at a traffic stop, if you’re stopped you’re required to provide identification if the officer asks for it

if he was on a phone call then pa law allows it, however if he was looking down on his phone, it's a lawful stop including if he was texting
