For God’s sake, it’s dumb, it’s shameful, it’s dangerous, it’s un-American.” Article 5 of the NATO charter requires member countries to aid one another in the event of an outside attack. It has only been invoked once in the alliance’s nearly 75-year history: after the U.S. was attacked on 9/11. President Biden made the remarks while urging House Republicans to allow a vote on a Senate-passed bill that provides billions of dollars in military aid to Ukraine and Israel. The Senate passed the bill on Tuesday morning in a bipartisan 70–29 vote, but Speaker Mike Johnson (R-LA) has dismissed the legislation for not including border security provisions.
