State refinery issues invite to supplier open day THE South African National Petroleum Company (SANPC), a subsidiary of the Central Energy Fund (CEF) has invited prospective bidders to a supplier open day to be held at the refinery in Prospecton on 13 and 14 February 2025. In a post on the CEF’s LinkedIn page, the CEF says the purpose of the advert is to invite credible service providers to the refinery and an “exclusive opportunity to explore potential partnerships and understand the entity’s current and future procurement needs”. The CEF is a Schedule 2 state-owned entity that reports directly to the Department of Minerals and Petroleum Resources (DMPR). The invitation says that the CEF, as a holding company of five subsidiaries, operates across the entire energy sector value chain with core activities in oil, gas, coal and renewable energy. Also noted is the refinery’s adherence to procurement policies which include the CEF’s internal policies, the Public Finance Management Act (PFMA) and the Preferred Procurement Policy Framework Act (PPPFA). In addition to these, the advert stipulates that preferred bidders should be from around the vicinity of eThekwini Municipality and neighbouring municipalities as the session will be about procurement opportunities and processes to be followed when bidding for work at the SANPC refinery which is in Durban. The deadline to RSVP for the event is 12 February 2025. The CEF purchased the Sapref refinery from Shell and BP in May last year for R1. The refinery has not processed refined fuel since the devastating flooding of the Durban south basin in 2022. The SANPC Bill is currently before Parliament after being approved by Cabinet in October last year. News24 reported today that SANPC and CEF executives expressed confidence in the formation of the SANPC and the Bill’s objectives and that it would meet the 31 March deadline. According to the News24 report, MPs are not convinced.
