Usually that $400 is for a lock change fee, or carpet cleaning fee, ect.

I always do a walk thru with them before giving my keys back and get something in writing saying “no damages, in good standing”

they should have done walk through 2 weeks before move out. no itemized receipt entitles you to full deposit back.
