From what I understand, if you don’t knead the dough enough and let it rest for a bit it tends to be stiffer, but it could very much be from the milk. 🤷🏻♀️

You didn’t ask for this advice but I would not use an epoxy tumbler to roll on food. Epoxy isn’t safe for consumption and can’t even be used on rims of cups that could be drank out of.

It might be the temperature of the dough when it below 77 F it will act like this if your trying to roll it out. Just like when your cold you want to ball up and when your warm you want to move free
