Yes you need a plug but the hole is above fuel level so if fuel is squirting out the bowl is flooding above the fuel level.

I’m not sure but I don’t think fuel is supposed to be that high in the bowl….. having a plug would fix the leak but it won’t fix the problem of if not running.
