Agent here you are allowed 1 carry on and one personal item to board where I work. Fanny pack, purse, etc are all counted as personal item. We make many announcements to consolidate down to 2 items

It’s a personal item. Gotta make sure it fits inside the backpack. You are only allowed to carry one bag with you onto the plane unless you pay for a carryon.
