As a warhammer painter, best way to get the black outline done cleanly is oil paints with thinners. Thin it down and drop a couple in the recesses 👌

you could use a micropen for the outlines and focus on the shape(?) of the eye (the part where the material sinks) so it won't be as hard to follow the shape!

You could always try using a pen instead of a paint brush for the outlines! I also have shaky hands so having a thin pen for me really helps!

I would also try using uv resin on the eyes so it give it the glossy shinny look

One thing you can do is make a sort of panel line around the eye in 3-D. Then you can do the outline the way folks do Gundam panel lines with a wash.

if you did want to do a thin outline, paint the whole eye black then work on top of it leaving room around the edges for the outline

Another way of painting eyes with miniatures is painting the entire eye black first and then painting the white part ontop of it. It leaves the black border and allows control 👍
