That will be bone that is exposed. If there is a rescue that will trap him and help remove the exposed bone they can release him back after.

Bone will break off eventually and simply fall off. Happens to all animals that have damaged tails or 'deskinned' tails.

I had a cat whose tail was degloved in a door, the vet gave them antibiotics and told us to just let the bone fall off on its own. I think tiger will be fine :)

it'll fall off eventually, he should be fine without it tho tails can affect balance, just gotta hope he adapts. i would suggest trapping him and moving him once healthy, however :(
