As much as I enjoy Formula 1, WRC takes more skill. Formula 1 is already a very hard, but WRC drivers take it to the next level.

In pure driving a car yes becuase rally does not need to include overtaking and actual racing like f1. It's racing vs driving. F1 is a race rally is a drive

F1 drivers race is 120 minutes with no breaks between. Rally drivers drive 20ish Special Stages, each stage takes 3-13 minutes, after that you wait. Big difference.

Rally is more talent and mentally harder. F1 is so much more physical and more stamina sport. F1 has longer races but on a track with traction and easier racing line. Rally is more to be mentaly (1)

I would say it’s not comparable. In rally you need to handle the car in a way unmatched. But an f1 driver has to operate a highly sophisticated engineering marvel.
