The House on Tuesday evening narrowly approved Republicans’ budget resolution, the first step in unlocking reconciliation powers to enact President Trump’s sweeping domestic agenda.   The final vote was 217–215, with Rep. Thomas Massie (R-KY) joining all Democrats in opposition.   The resolution was approved following a chaotic scene in which leadership initially pulled it from the floor due to a lack of support before hastily calling lawmakers back to the chamber minutes later to vote on the measure.   The vote notches a major victory for Speaker Mike Johnson (R-LA), who had successfully lobbied the president to endorse his one-bill reconciliation approach over the Senate’s two-bill strategy.   “We’re going to celebrate tonight, and we’ll roll up our sleeves and get right back at it in the morning,” the speaker told reporters after the vote.   The House resolution instructs congressional committees to craft a reconciliation bill that cuts more than $1.5 trillion in federal spending and includes $4.5 trillion in tax cuts.   It also calls for $300 billion in new border and defense spending and a $4 trillion hike to the debt ceiling.   Speaker Johnson was being squeezed from both sides of his conference on the measure.   Moderate Republicans were wary of deep spending cuts, particularly to Medicaid, while fiscal hawks wanted enough spending cuts to offset the price of the tax measures.   Reconciliation bills, which have limitations, are not subject to the Senate’s 60-vote filibuster threshold, meaning they can pass with a simple majority.
