And it's hard to sue an HOA due to the fact that litigation is an uphill battle knowing that they don't follow their own contract

most condo HOA's use management companies that know how to price, negotiate deals etc.... maintenance and insurance are the biggest causes of increases....

Some HOAs are decent. Condos and townhomes appreciate at a slower rate than single family homes regardless of HOA.
