It’s based proportions. So XXL would be scaled up and cut to (roughly) the same proportions as a small or medium, and a 1x/2x+ is sewn from patterns that are designed with different b-w-h ratios.

it's worse cause the difference isn't consistent between companies - in a lot of brands I can put both a 2x and xxl on my body but the 2 x will be too wide in shoulders and a xxl not button

I think they’re only considered different if that particular brand has a plus size line. Otherwise the xxl and 2x are interchangeable

Cut. I always feel with me it's plus side chest boobage allowance . I will try on a xl and it will fit everywhere but there but a 1x will fit fine. same with the 2x and xxl
