Just speaking from the perspective of someone who use to work in darkroom work… I think it might be because the sky is so washed out looking, and the white helps to have higher contrast-makes building

They would crop out the sky because it was too close in value to the buildings. Cropping it makes the subject matter stand out more. They just didn’t understand lighting yet.

My first thought is the process used to create those images led to very distracting/darker skies, I’d assume most of the detail was retained so they blew the skies out to not overpower the subjects.
