The distinction is if you kill a stranger it defaults to 25 years whereas if you kill your (ex)/partner it starts at 15 years it’s not about location.

It’s blame cultural if violence occurs outside it’s seen as unprovoked but in the home there is a subconscious bias that the person could have left that by staying you have contributed to the outcome

Murder charges start at 15-life. If you take a weapon to the scene of the crime, you get 10 extra years on the minimum tariff. Murders in the home have lower minimum as the weapon wasn’t transported.
