Texas Governor Greg Abbott has officially ordered all state agencies to halt funding for Flock Safety surveillance cameras, signaling a massive shift in how the state handles AI-powered traffic surveillance. At least 14 Texas cities and counties have now shut off more than 900 Flock cameras since the funding freeze began. The decision came as scrutiny increased over how Flock cameras were being funded and used. In 2023, the Texas Legislature unanimously added a $1 fee to every auto insurance policy in the state to fight catalytic converter theft. That fee has raised about $81 million so far, and at least $30 million of it went to Flock cameras. Some lawmakers who backed the bill say surveillance cameras never came up. State Rep. Brian Harrison said he never imagined the money would pay for what he called "effectively warrantless surveillance." Abbott's office pointed to reports of misuse as a reason for the pause. One example is a Lufkin police officer who faces 100 counts for allegedly misusing the system to track 11 people. At least six other law enforcement agencies are investigating officers for violations. However, the order does not mean every Flock camera in Texas has been turned off. Texas had an estimated 13,000 Flock cameras as of late August 2026, and at least 900 cameras have since been unplugged following the state's funding freeze.
