I think the 1st theory is to grandiose and cerebral for a country just trying to exert its power over nations at the time. I would think with would be a phase after total control was achieved

I think your question is way too broad to have a useful answer. you might focus instead on why did they choose to focus on jews, gypsies, gays, communists, developmentally disabled people? not others?

I think it's multifaceted but the second option seems like it's a core reason. They referenced the US laws/system around Jim crow and slavery. It seems like a major part was a financial incentive.
