You can but it's convoluted. if the steps are complicated no one is going to do it. QR code on a flyer, cool, snap a pic check it later. Digital ad, just give us the link!

Apple did push a semi-fix for this. If you screenshot the QR code, you can long press on it in the photo and open the link.
