they should have to have a number plate so they can be "tracked" or be picked up by anpr etc. and be made to have at least public liability insurance, especially in places like london

I used to work in Loughborough and the amount of students who used to cycle to the uni at 7.30 in the morning in all black was insane. I'm surprised they survived.
