when large ships like this come and go from port a special crew comes and operates the ship in and out and the cap is hands off for the most part

Extremely suspicious that the ship’s recorder (black box) stopped for 2 or so minutes just before impact. Also sections of the bridge were rusting, would repairs be too costly ? ?

I would be surprised if the captain faces charges unless the captain had knowledge of the bad fuel or something. At the time, the ship was under the control of a port of Baltimore pilot.
