driver didn't cut off the ambulance...basic CEVO/EVOC, ambulance has the red, clear the intersection with due regard, stopping if necessary

Like said, legally they have to still come to a stop to announce their presence. That's why cops generally slow down in a HS chase at intersections

As a former EMT, their agency’s policies more than likely requires the ambulance to stop at red lights regardless if they’re running lights and sirens. The car turning had the right of way.
