The car in front clearly saw the cones and sped up to overtake the truck rather than slowing down not taking into account other behind them that cant see the cones

As a traffic control tech in the ATSSA this is is on whoever is in charge of traffic control. No advance warning signs, not sure of the speed of travel but assuming each dash is 20ft, that’s over 400

I'd disagree. most emergency maintenance will have a police officer called and stationed ahead of it to prevent this. it's the cities fault for not ensuring that.
