They absolutely have the right to do it. HOWEVER, it’s like an unwritten rule and just polite to not do it! If you can’t sit upright for a short haul flight, I don’t know what to say!

You are correct with what you are saying. In my opinion it’s just rude and confrontational. Unless it’s a long haul night flight where everyone is putting their seats back then there’s just no need.
