legally, this is actually correct. bosses made this stigma around time off like it has to be approved. it doesn't. you have to notify them in advance, yes, but they can't deny it.

I had a boss once who would never go in and approve PTO so his boss had to do it for him. He would be all surprised and offerened I didn’t “notify him” and I was like well I submitted the request
