I would be considered small chested but compared to my band measurement I'm either a tight 28D or a comfortable 30C. I've always worn 34b and had to use the tightest hook and still had gaps

I was *shocked* to discover I'm technically a c cup. So many smaller chested women just assume they're 32 A because it's the smallest. 30 c balcontte bras fit better!

AND it's important to know that the gore should rest against your ribcage! It it's on your tatas or not sitting against your ribcage, your bra doesn't fit!
