Passenger should have denied their identification request. He wasn't driving and had nothing to do with the moving violation they stopped the driver for.

Not all agencies provide training on alternative handcuffing techniques. Most agencies only offer instruction on cuffing from a standing, sitting, or prone position. They almost never discuss what to do if inmate jumps through cuffed hands. Most people arent flexible enough to jump through cuff so this is rare occurrence. Remember Inmate moved handcuffs from back to front. Inmate already tried to run off so they dont want to risk him running again, hence why they just tried to slide feet back through cuffed hands.

He has all these years but says he was not trained on handcuffs make that make sense doesn’t matter if he could slide them back over his knees. Take them off and put them on behind him
