you also can't see the traffic lights. most likely the turning car felt safe to turn because the light turned red. on coming car probably ran the red light.

keep in mind, it's really hard to judge speed when looking straight on, so the left hand turn probably though they had time based on all the other cars around. speed limit is there for a reason fellas
