how about a point score, where X amount of errors lead to relegation for referees. therefore the very best refs for the best league. only chance to go up to premier league is to level up.

In principle, I agree that bad refereeing should be met with consequences, however this unfortunately promotes corruption both from above (blackmailing refs with suspensions or fines)

the easiest thing to make referee unbiased, is consequences. rules of paycut per error, levels of fee of mistakes made, even demotion and ref exchange of other league in europe
