Should have exposed, cleaned and choked down the valves done it hot isolated found a large flush point like a hydrant and opened up a valve

Awe. That's a little baby water main. Also burying a brass gate valve is a terrible idea. You'll be swimming again when the handle rots off & the gate freezes in place
