you need more ballast otherwise the bowl will always want to float higher then the noodle. add a second noodle with some weight to stabilize it or add a lead weight under the bowl as ballast

make the noodle a complete circle first then set the bowl on top, so the noodle will sit halfway up the bowl so he won't tip around as much
