in your example, the full phrase shut down would mean to stop operating permanently, whereas saying closed or even closed down is temporarily, meaning it will open again.

as for items like a computer, shut or close would work. but when talking about a business. shut down would usually mean closed forever

They’re not exactly the same thing, “shut down” is normally more permanent. You actually do say “shut down the computer” when you’re turning it off!

In terms of computer, shut down means to technologically turn it off. To close a computer it would be to physically put down your laptop screen (such as before putting it in a backpack)

for a shutdown at a school, it is usually because there is an emergency so everything needs to “shutdown” - to close is to just not be open to the public :) shutdown also means a more permanent close!
