Yes, it’s common. There have been a few times when people try to pass laws for clean bills but they are always struck down. They use this tactic to leverage emotional issues to force other items.

ppl been hiding funding for one thing in bills for completely unrelated stuff for decades. bills are hundreds of pages long and get amended several times before going to vote.
