Honestly, it’s not really meant for common use. It’s more for policy and programs. Unhoused meaning you do not own or rent the place you are living in so that people in shelters can still access

“Unhoused” would mean they had a house but have been removed from said house. So, really, it would be an assumption to say “unhoused”. Maybe they never had a house in the first place. Then it’s wrong.
