The old adage is, when maple leaves have unfurled, it’s generally considered safe to plant out your annuals and any perennials. This includes tomatoes and peppers, and fragile annual flowers. Of course this is just a guide based on generations of observation… so I would keep some row cover at hand if needed for unexpected cool night temps from now through memorial weekend. Phenology is the study of patterns between weather, plants and animals. It has been used for centuries before seed packets and weather apps to predict sowing times for farmers and growers.
