Fabula Ultima. The goal is to create an epic combat scene. Simple roles based on your attack. You are describing your attack. The system is built around scenes so your game is whatever you want.

blades in the dark, harm is immediately dished out and understood. consequences and clocks heighten tension.

SAVAGE WORLDS everyone has is relatively squishy, named characters have ways to mitigate, and dice can explode!

Savage Worlds. Exploding dice so there’s always a threat, however small; dynamic initiative; no hp, 3 good hits and you’re down; limited statuses; and a reroll mechanic.

For me it's Monster of the Week. PbtA systems are so fast because you first describe what you do and then choose the rules you use for that, and there is just one roll to make per turn. No roll for damage, no roll to save, no rolls from the DM. All that makes it faster and more cinematic!

Feng Shui, literally based on descriptive combat. The more descriptive (and absurd) the more likely it will work.

there are 4 ranks of harm, each rank makes it harder for your character to function. you immediately know how much damage you're taking on a failed or mixed success.

I'm not a huge fan of quick combat. I like description and roleplay. It's what makes it fun for everyone. If it is quick and dirty then combat just becomes tiresome and creates no value to the story.

I really like NWoD style dice pools. succeeding is easy, and play can be fast because the dice system is clear. no real math beyond counting dots. any successes means you did it. more impacts how well

Forbidden Lands from Free League was fast paced and tense, don’t know about cinematic. Physical damage was applied directly to strength which would lessen your effectiveness in combat for each 1/2

that one. quick combat is on the DM and players, cinematic on the DM. How does a system make a DM describe the combat better?

Kids on Bikes is very simple and flows well, as does the 2d20 system from Mophidius, currently I run Fallout and its great

I will describe more in a stitch tomorrow (I'm seeing this just before bed), but Paleomythic is good for this and I use a house rule in D&D that adds more of this feel to that system.
