When it says 7 it means the live program begins at 7 and usually that’s when they take the ice. There’s still the player intros and anthems

In-arena schedules will usually have 7:07 or 7:09 to sync up with pregame activities, ads, etc

As broadcasters, we get the puck drop ahead and it does change at the last minute sometimes. It's usually 8 mins after... We did see +25 these playoffs though.

Over here in the UK, Sheffield Steelers are known for starting late which always annoys away fans, 7pm advertised usually 7:15/7:20 puck drop
