That’s called “langue soutenue” and it’s the most formal language register.other langages have similar registers to varying degrees, just not as strictly enforced as in french.

there is actually a very large array of specific sentences that are made for very specific people, position, situation. it’s a whole thing. this is taught at school. It’s meant for letters initially
