Every one involved were totally undeniably careless. Cops egos will put innocent people in harms way and go so far as to kill you over jay walking and defend it by saying “just doin my job” or “officer safety” before they will choose the battle more wisely and not pursue. It’s really not the cops directly to blame it’s the fact they aren’t trained properly and forget that it’s the public’s safety they are tasked with worrying about before their own. It’s a core principle for being a cop in the first place. Unfortunately its immature naive and ignorant little boys with no self control that become cops
