This truly depends on the market and job you’re going for. I wouldn’t recommend this for first job out of college or if you’re unemployed and applying.

most employers won't do this, they'll stick to their guns low-balling you and when you don't budge they'll move on to the next candidate while moaning that no one wants to work anymore
