It also allows for more personal interactions during state visits and international summits, potentially leading to stronger international relationships. For this video, I researched the heads of government of all 195 countries in the UN (193 members and 2 observer states). Cross-referencing info from wikidata with video interviews and other material references, by my best approximation, 65 world leaders are only fluent in their native language, and another 74 are fluent in their native language plus one additional one. There are a few contenders for rhe winner. However, it can be a bit subjective, as there is no concrete benchmark for fluency. For example, a leader may be able to deliver remarks in a language, but that doesn't mean they can converse freely in it. Also if a world leader studied a language decades ago, it is difficult to ascertain whether they are still presently fluent in the language, such as with Pope Francis and his time in Ukraine.
