Have to be careful with plungers inside the pump if they were stuck it’s because of water. And the score easy. You can send the pump to my shop and we can rebuild it.

it should be a load sensing governor. geared to the crankshaft, it'll spin a weight that has springs countering the weight. you set a desired rpm with throttle control.
